Wakati Sheria ya Huduma za Vyombo vya Habari ikiwa imepitishwa, takwimu za Sauti za Wananchi na Afrobarometer zinaonyesha kuwa wananchi wanaunga mkono wajibu wa vyombo vya habari katika kuiwajibisha serikali

1 Desemba 2016, Dar es Salaam: Kwa mujibu wa utafiti wa Afrobarometer, asilimia 65 ya wananchi wangependa vyombo vya habari vitoe taarifa za maovu yanayofanywa na serikali ikiwemo vitendo vya rushwa. Hata hivyo, asilimia 31 wanasema utoaji wa taarifa hizo utaiathiri nchi.

Ni wananchi 8 kati ya 10 (75%) wanaosema kuwa vyombo vya habari vinafanya kazi nzuri ya kufichua maovu na rushwa, huku wananchi 2 kati ya 10 (18%) wakisema havifanyi kazi nzuri.

Kwa upande wa uhuru wa kutangaza habari, asilimia 53 wanasema vyombo vya habari viwe huru kutangaza habari yoyote huku asilimia 44 wakisema serikali iwe na mamlaka ya kufungia magazeti.

Vilevile, asilimia 65 wanasema vyombo vya habari havijawahi au kama vimeshawahi, ni mara chache sana vimekuwa vikitumia vibaya uhuru wake kwa kutangaza vitu ambavyo si vya kweli.

Wananchi wanaunga mkono kwa kiasi kikubwa uhuru wa maoni na kupata taarifa. Karibu wananchi wote (95%) wanasema wananchi wawe huru kuikosoa serikali pale ambapo wanaona imekosea.

Wananchi pia wanaunga mkono demokrasia.  Takwimu za Sauti za Wananchi za hivi karibuni zinaonyesha asilimia 69 ya wananchi walichagua demokrasia kuliko aina nyingine ya serikali. Uungaji mkono huu wa demokrasia pia unadhihirika kupitia takwimu za Afrobarometer (2014) zinazoonesha asilimia 79 ya wananchi wakisema kuwa serikari inayoongoza kidemokrasia ndiyo aina ya serikali wanayoipenda zaidi na asilimia 81 wakisema ni vema wachague viongozi wao kupitia chaguzi huru za kidemokrasia.

Upatikanaji wa taarifa vilevile ni muhimu kwa wananchi. Asilimia 77 wanasema wananchi wa kawaida wawe na uwezo wa kupata taarifa zinazoshikiliwa na mamlaka za umma, huku asilimia 23 wakisema ni wale tu wanaofanya kazi kwenye mamlaka za umma ndiyo waruhusiwe kupata taarifa hizo.

Asilimia 80 wanasema upatikanaji wa taarifa hizo kwa wananchi utasaidia kupunguza vitendo vya rushwa huku asilimia 20 wakisema watumishi wa umma watatafuta njia nyingine za kuficha maovu yao.

Suala la kuunga mkono haki yao ya kupata taarifa za serikali, karibu wananchi wote (92%) wanasema ni muhimu kwa vipindi vya bunge kurushwa moja kwa moja kupitia luninga na redio. Asilimia 79 wanapinga maamuzi ya serikali ya kusitisha matangazo hayo na asilimia 88 wanasema bunge lirushwe moja kwa moja bila kujali gharama. Asilimia 12 wanasema wanadhani suala la kubana matumizi ni sababu nzuri ya kutokurusha vipindi ya bunge moja kwa moja.

Takwimu hizi zimekusanywa na Twaweza baada ya kutiwa saini kwa sheria mpya kandamizi ya Huduma za Vyombo vya Habari. Takwimu hizi ni za matokeo ya hivi karibuni ya utafiti wa Afrobarometer na Sauti za Wananchi.

Mkurugenzi Mtendaji wa Twaweza Aidan Eyakuze, anasema “Mwaka huu, 2016, umekuwa mwaka uliogubikwa na changamoto kwa haki za raia za kupata taarifa na kutoa maoni yao kwa uhuru. Matangazo ya moja kwa moja ya Bunge kupitia luninga na redio yamesitishwa ndani ya mwaka huu japokuwa wananchi wengi wameendela kuomba yarejeshwe. Watanzania kadhaa wamechukuliwa hatua kali chini ya sheria ya Uhalifu wa mitandao kwa kosa la kutoa maoni yao, vile vile mwaka huu ndipo sheria kandamizi ya Huduma za Habari imepitishwa na Bunge na kutiwa saini na Rais. Takwimu zetu zinaonesha ya kwamba wananchi wanathamini sana nguzo kuu tatu za demokrasia imara; uhuru wa vyombo vya habari, uhuru wa maoni na haki ya kupata taarifa. Wananchi pia wana uelewa mpana juu ya madhara ya kuminywa kwa haki hizi muhimu kwa raia. Pia wanaelewa umuhimu wa kuwa na vyombo vya habari visivyokaliwa kooni. Ni vema maoni ya wananchi yaheshimiwe. Tunaamini kuwa busara, hekima, maamuzi sahihi yasiyo na upendeleo pamoja na fikra chanya vitaongoza utekelezaji wa sheria hii ya Huduma za vyombo vya habari.

As the new Media Services Act is signed into law, Sauti za Wananchi and Afrobarometer data show strong citizen support for media’s role in helping them hold government to account

1 December 2016, Dar es Salaam: According to Afrobarometer, the majority of citizens (65%) agree that media should report on government mistakes and corruption while 3 out of 10 think that doing so harms the country.

And 8 out of 10 citizens (75%) think that media are effective in revealing government mistakes and corruption, while 2 out of 10 (18%) think they are not effective.

Half of citizens (53%) also think that media should be free to report on any story while 4 out of 10 think that government should be able to close down newspapers.

Similarly, 7 out of 10 citizens think that media never or rarely abuse their freedoms by saying things they know are not true.

Citizens also express strong support for freedom of expression and information. Almost all citizens (95%) think that citizens should be free to criticize government when they believe it has done something wrong.

The majority of citizens also support democracy more generally. Recent Sauti za Wananchi data (September 2016) show that 69% see democracy as preferable to any other kind form of government. This support is also shown in Afrobarometer’s latest dataset (2014) in which 79% said that democracy is their preferred type of government and 81% agree that they should choose their leaders during elections.

Access to information is also important to citizens. Eight out of ten citizens (77%) agree that ordinary citizens should have access to public information held by the government, while far fewer (23%) think that only civil servants should have access to that information.

Citizens are clear on why they value access to information; 80% agree that providing information to citizens would help to cut down on corruption while 20% think that public servants would just find new ways of hiding-wrong-doing.

In further support for their right to access government information, almost all citizens (92%) think that it is important for parliamentary sessions to be aired live and 8 out of 10 (79%) disapprove of the government’s decision to ban these broadcasts. Almost all citizens (88%) also agree that parliamentary broadcasts should be aired irrespective of costs while 12% agree that constraining expenditure in other areas is a good reason not to air parliamentary sessions.

These data were collated and shared by Twaweza as a new and potentially repressive Media Services Act is signed into law. They are drawn from the most recent Afrobarometer findings for Tanzania and various rounds of the Sauti za Wananchi mobile phone survey.

Aidan Eyakuze, Executive Director of Twaweza, said “This year, 2016, has been a challenging one for access to information and freedom of expression. Live broadcasts of parliamentary debates were stopped. Several citizens were charged under the Cybercrimes Act for expressing their opinions, and a potentially draconian Media Services Act was signed into law. Our data reveal that citizens value and support three crucial pillars of a vibrant democracy: an independent media, freedom of expression and access to information. Citizens also have a sophisticated understanding of the trade-offs between these freedoms, and the dangers of a completely unregulated media. Citizens’ views must e respected. As the Media Services Act becomes law, we urge maturity, restraint and moderation in its application.”
